Head down to the Beach to start the quest, and talk to Sharky. Remember all the items are found on the map!
Parrot: Lower right map
Pirate Flag: Lower Left map
Gems: Rock Island
Pirate Hat: Volleyball Court
Treasure Chest: Rock Head Island

Compass:
Gold Coins:
Cannon:
Now, head back to Sharky, he'll tell you to go find Pirate Pete
Now you get this, a new pin
Go to the dock that's to the right of Sharky's location on the map
Click on Pete, and check your "stuff" and go to the costume section you should find a sweet pirate costume
