To start the quest, talk to the owl at the Town Hall. He's in front of the post office.

Now, go down to the Town Hall and talk to the Owl, he'll give 20 coins

Go down to the Post office again, and you will get 40 coins

Now, your done. Go back to the owl at Town Hall, and talk to him. He'll give you 10 coins, a wizard outfit, and a cool pin.
